Takahama Village was created in Hekikai District in October 1889. It was raised to village status in July 1900 and annexed to the neighboring villages of Yoshihama and Takatori in May 1906. Takahama was raised to city status on December 1, 1970, at which point the Hekikai District ceased to exist.
