Toyota City Public Housing Center

To purchase an apartment (housing) in the city of Toyota, register at the Toyota Public Housing Center.

Note: There is an interpreter available only on Mondays, every Monday from 1:30 PM to 4:00 PM.

Municipal Housing

Public housing for low-income people. The properties can be prefectural (ken ei jutaku), municipal (shi ei jutaku), or housing for workers, the elderly, and the disabled (koyo sokushin jutaku).

The vacancies are intended for families, single mothers or fathers, divorced or widowed individuals, senior citizens, and people with disabilities who are already registered as residents of the city. 

Single mothers or fathers, or those who are divorced or widowed with low incomes, are given preference.

In some regions, the positions are highly competitive and selection is done by lottery.

In general, approval is based on each family’s income. Income criteria vary according to the cost of living in each locality.

Just like with private properties, a security deposit (key money) is required, equivalent to two to three months’ rent, but there are no fees for brokerage, intermediation, or contract renewal. Two guarantors are also required.

  • Municipal Residential Property

It is a municipal housing property built by the City Hall with a subsidy from the Japanese Government, to provide public housing for people who have difficulty finding housing. In this system, the interested party can rent a relatively low-cost property thanks to a subsidy from taxes. Therefore, registration is possible if the basic conditions established in the Public Housing Law and the current Municipal Law are met, which set out the conditions for registration and how to calculate the rental value of the property.

  • Registration requirements
  1. Not owning a home.
  2. Currently residing in this city (Toyota-shi), or employed by a company located in this city.
  3. Being a family of at least two people (spouses, parent and child, etc.) with financial independence.
  4. Possessing Japanese nationality or foreign nationality with permanent residency, long-term residency, or being married to a Japanese citizen.
  5. Being up-to-date with tax and other public fee payments. (Due to the property being built with tax subsidies).
  6. Having two guarantors.
  7. The applicant and/or family members must not be members of a “bouryokudan” gangster criminal organization.
